Eligibility Requirements

To qualify for the HCWIP: Child Care stream, you must:

  • Plan to live and work outside Quebec: The program is open to applicants who intend to settle in any Canadian province or territory except Quebec.
  • Meet the language requirement: Demonstrate a minimum of CLB 4 in English or NCLC 4 in French across all four skills (reading, writing, listening, and speaking).
  • Meet the education requirement: Have completed the equivalent of a Canadian high school diploma or higher. If your education was completed outside Canada, you’ll need an Educational Credential Assessment (ECA) to verify its equivalence.
  • Have relevant work experience or training: Have experience or training as an Early Childhood Educator Assistant (NOC 42202). Note that experience as an Early Childhood Educator, daycare teacher, or supervisor does not count.
  • Have a valid job offer: Secure a job offer as a home child care provider or in a related role.
  • Be admissible to Canada: Meet all other admissibility requirements, such as passing medical and security checks.

Application Streams under Home Care Worker Immigration Pilots:

The HCWIP has two streams:

  • Workers in Canada: For applicants already living and working in Canada with valid work authorization. This stream opens on March 31, 2025, at 10 a.m. ET.
  • Applicants not working in Canada: This stream is currently closed but may reopen in the future.

  • Only Early Childhood Educator Assistants (NOC 42202) are eligible under the HCWIP: Child Care stream. Early Childhood Educators, daycare teachers, and supervisors are not eligible.
