Manitoba Issues First Region-Specific Invitations In First Canada Immigration Draw of 2025



Manitoba has conducted its first Expression of Interest draw of 2025 targeting candidates under the Skilled Worker in Manitoba and Skilled Worker Overseas streams of the Manitoba Provincial Nominee Program.

The January 9 draw saw a total of 197 invitations issued.

For the Skilled Worker in Manitoba category, applicants or their spouses who had completed post-secondary education in Manitoba were prioritized. A total of 145 Letters of Advice to Apply (LAAs) were issued in this category, with the lowest-ranked candidate achieving a score of 838.

In the Skilled Worker Overseas stream, the draw focused on candidates who declared Winkler as their intended Manitoba destination. A total of 52 LAAs were issued in this stream, with the lowest-ranking score at 615. This was the first region-specific Manitoba immigration draw.

Out of the 197 total LAAs issued across both streams, 52 were extended to candidates with a valid Express Entry profile number and job seeker validation code.

Skilled Worker in Manitoba Stream (SWM)

If you’re currently working in Manitoba or have a job offer from a Manitoba employer, the SWM might be your pathway to Canadian permanent residence. This stream includes two options:

  1. Manitoba Work Experience Pathway: This option is available to those already working in Manitoba on temporary permits or as international graduates, regardless of whether their occupation is in demand.
  2. Employer Direct Recruitment Pathway: This pathway is for individuals with job offers from approved Manitoba employers while residing overseas.

Skilled Worker Overseas Stream (SWO)

Designed for skilled workers abroad, the SWO offers two routes:

  1. Manitoba Express Entry Pathway: This route is for those who are eligible under another MPNP stream and meet Express Entry criteria, with skills in Manitoba’s In-Demand Occupations and close family ties to the province.
  2. Human Capital Pathway: This pathway targets skilled workers abroad with experience in In-Demand Occupations, emphasizing their potential to secure employment in Manitoba upon arrival.

International Education Stream (IES)

Dedicated to graduates from Manitoba’s educational institutions, the IES offers three pathways:

  1. Career Employment Pathway: This pathway requires completion of a qualifying program from a Manitoba institution and a job offer in an In-Demand Occupation, with residency in Manitoba.
  2. Graduate Internship Pathway: Available to Masters and Doctoral graduates who have completed internships through Mitacs Accelerate or Elevate, even without a job offer.
  3. Student Entrepreneur Pathway: For graduates who have completed a program in Manitoba, operated a business in the province for six months post-graduation, and reside in Manitoba, with no specific net worth requirement.
