Manitoba PNP Introduces Special Work Permit Measures
The Manitoba Provincial Nominee Program (MPNP) is launching a special temporary public policy to support skilled workers facing expiring or expired work permits. Beginning April 22, 2025, eligible prospective MPNP candidates can apply for a Support Letter to extend their work permit for two years.
This targeted measure aims to maintain continuity in Manitoba’s workforce and help prospective immigrants continue their path to permanent residency.
Who Qualifies for the Special Work Permit Policy?
The temporary public policy applies to individuals who meet the following main criteria:
- Their work permit will expire in 2025, or
- Their permit expired after May 7, 2024, and they have applied for a new work permit or restoration of status under IRPR (Immigration and Refugee Protection Regulations), or
- They were working under an IRPR-authorised condition (such as section 186(u)) on May 7, 2024, and have since applied for a new permit or status extension.
In addition, all candidates must:
- Have had a valid MPNP Expression of Interest (EOI) profile on January 15, 2025
- Still have a valid EOI at the time of application
- Have resided in Manitoba before January 15, 2025, and continue to live there
- Be currently employed in Manitoba, with a letter of employment from a Manitoba employer
- Intend to settle in Manitoba permanently
How to Apply for a Manitoba Support Letter
Applications for the Support Letter open April 22, 2025, via an online form (link to be made available by the province on that date). Applicants must submit the following:
- A letter of employment from their current Manitoba employer
- A copy of their work permit, proof of current work authorisation, or documentation proving restoration of status was requested
- Their current MPNP Expression of Interest profile
Incomplete applications will not be processed. Manitoba also reserves the right to limit how many Support Letters it issues under this temporary policy.
The policy remains in effect until December 31, 2025.
