The Immigration, Refugees, and Citizenship Canada (IRCC) recently conducted the fourth Targeted Express Entry draw for French-speaking immigrants. The draw took place on September 27 and saw 500 candidates invited who had demonstrated proficient French-speaking skills.

The minimum Comprehensive Ranking System (CRS) score for this draw experienced a significant increase from 435 to 472 since the last draw happened on August 2, 2023. By adopting a focused approach, the government aims to encourage an increasing number of French speakers to create Express Entry profiles and pursue opportunities in Canada.

Targeted Express Entry for French Language Proficiency

The Targeted Express Entry for French-speaking immigrants is the only category-based selection criterion that does not rely on work experience as the decisive factor. The immigration minister of Canada has set a goal to promote the French language beyond Quebec’s borders. By prioritizing the invitation of French-speaking newcomers, Canada seeks to foster economic growth in regions outside Quebec through Francophone immigration.

On May 31, Canada’s Immigration Minister, Sean Fraser, made an announcement regarding the finalization of categories for category-based selection. These specific categories were formulated subsequent to the enactment of Bill C-19 in the country’s parliament last June, which subsequently became law. The immigration minister now has the authority to invite newcomers based on particular attributes, such as language proficiency or work experience, rather than solely relying on the overall Comprehensive Ranking System (CRS) score.

The chosen categories are as follows:

  • French-language proficiency
  • Healthcare Occupations
  • Science, Technology, Engineering, and Math (STEM) occupations
  • Skilled Trade occupations
  • Transport occupations (including Truck Drivers)
  • Agriculture and agri-food occupations

Candidates must also meet all the eligibility requirements for one of the three economic immigration programs: the Federal Skilled Worker Program, the Canadian Experience Class, or the Federal Skilled Trades Program.

IRCC aims to admit 82,880 new permanent residents through the Express Entry system by the end of 2023, a number projected to increase to 109,020 in 2024 and further to 114,000 by 2025. The introduction of these new Category-Based Express Entry categories will play a crucial role in ensuring that newcomers contribute towards meeting these immigration targets while strengthening Canada’s workforce.
